I can't find any mention of a version 6.5 on Mandrake's home page.
What distribution/version are you really running?

Squid comes standard on Redhat (and probably Mandrake), just install 
the RPM, tweak the config file "/etc/squid/squid.conf", and you're
up and running.

You can run BOTH Squid and IP-Masq.  I strongly recommend running 
squid because it greatly increases your internet response time.
