First, XFCE is a window manager and a desktop both.  
Do NOT run it on top of GNOME, KDE, FVWM or any other window manager.

There are a lot of different ways to do this.  Here's one:

1)  Install the XFCE RPM.

2)  Create a file named ".xsession" (no quotes) in your home 
    directory containing the following single line:

exec /usr/X11R6/bin/xfwm

3)  chmod +x ~/.xsession

4)  Log off, and long back on with "Default" selected as the 
    windows manager on your GDM/KDM/XDM GUI login screen.

5)  Enjoy XFCE!   :{)
