This sounds like a very classic IRQ conflict.

setserial will happily permit IRQ conflicts. Can you set the BIOS of
the machines to protect "IRQ 4" for legacy or ISA devices that way no
maurauding PnP devices can steal it.

So this is an external modem? Are you using the same cable?
