Because Java is slow.  Of course, with processor speeds now exceeding
1GHz maybe that's not so much of a concern.  (Of course, memory and Hard
drive speeds haven't been keeping up with the increase in CPU speed. 
Internet connectivity is practically still in the stone age...)

Why not highly portable c/c++?  There are development environments out
there (such as Amulet) which allow you to simultaneously develop for
Win32 and X11.

A personal favorite of mine is PERL.  Highly portable and very
powerful.  Unfortunately, PERL isn't for GUI.
