I have seen these things cluttering up various places on my PC as well.

Although I have seen more on my various installations of win98, the PC that I
am currently on here at work running Win95 has three copies. Two - the
windows\system and the adaptec installed version appear to be the same.
Amazingly, the third one is different. But who was the 'developer' in this
case that bundled it with their software?
Well, it shows up in the Microsoft Personal Web Server 4.0 files... And PWS
starts at boot time, runnin in the background. Oh joy! (and people wonder why
I am so fed up with MS OS's)
