That's what many of the anti-spam sites say. But the only one that offered
advice on what may be done to SPAM was Vixie's site on the RBL, et al.
Which, in itself, seems to be more useful as a weapon of attack (boycott)
than as a defense.

I didn't see any spam pages with advice on what tools may track spammers and
how to use them, but perhaps I wasn't looking in the right places. And I do
have the URL you posted, thanks. I'll dig some more.
