The app-defaults file for wheel mice will work fine with standard
two and three button mice.
All it does is bind button 4 and button 5 events to the scrolling.
(the events generated when you turn the wheel one way or the other)
The biggest caveat is you have to upgrade the app-defaults file
every time you upgrade the version of Netscape, or the new version
of Netscape will not run until you do.
If Netscape would make scrolling standard, it would be much simpler.
(Are you still on the list Matt? :) I noticed when I tried
Mozilla that mouse scrolling worked without any screwing around.
Also, you may have to add this line to the "Pointer" section of
the XF86Config files so button 4 and 5 events are sent:
ZAxisMapping 4 5
But that shouldn't hurt anything either with 2/3 button mice.
P.S. Try holding CTRL or SHIFT while turning the wheel to
speed or slow down the scrolling.
