"pnmscale" will enlarge/reduce a Portabel Network Map image.
If you can convert the image to pnm there are LOTS of
batch tools to do all kinds of pain to them, then convert
them into PNG with "pnmtopng"  Question is how to you 
auto convert a JPEG to a PNM,  that's the one I don't know.
Since you can convert GIFs, TIFFs, and PNG to PNM I'd
assume there is a way to do JPEGs.

Well, it's a FSF program that comes with most Linux distro's.
