QVWM configuration is in it's config file, they're is no way to change it
except by changing it's file. Usually this is in something like
/usr/local/share/qvwm/system.qvwmrc

Ice is nicer if you have quasi-competent users, qvwm if your users are
hopelessly inept (or inept to some unknown level).
