I've never use webmin, so I don't know what it's capable of.

I run a lot of virtual sites from a single box, and the way I
did it was to buy the O'Reilly Apache book and edit the Apache
text config file manually.

There are a couple different methods for creating virtual sites on 
Apache, depending if you use one IP, or multiple IP's (IP-aliases).
The O'Reilly Apache book explains it extremely well.   Far too much 
information to type in an email message, sorry.
