Mandrake 7.2 apache/php

Hi all,

Well I did it. I upgraded from mandrake 7.0 to 7.2. I tried the upgrade 
method but we all know that didn't work.

So I took all my home directories and my crontab file put them on another 
server.

I reformatted everything added a couple new HD's. I installed a fresh 
Mandrake 7.2.

I set up my users. I did a "mkdir public_html" in each directory as each 
user. Then a "chmod 0755 public_html\". Then ftped the files into those 
directories.

well all I get is a 403 error "You are not authorized to view this page"
same thing local and same domain
any suggestions?
