I also had this problem.  To get around this just put all the packages in
/var/cache/redcarpet/packages.  Then tell the installer you want to
download the packages from one of the Ximian sites.  When the installer
goes to fetch the packages it will detect that they are already there.
Just tell it that you want to do to use the local copy always.  Should
be ok after that.
