"mtools" is for FAT file systems only isn't it?

You could set up groups like Mike said, or just chmod 755 /dev/fd0 (sets global
read-write, group read-write, and owner read-write-execute on the first floppy).
You
don't even really have to mount it...check out the mtools package (comes as part
of
the Slackware distribution, it's probably also in RedHat) manpage.
