And the same Jet Ski, tricked out with a couple of lifejackets, first aid kit,
rope, float, siren, gumball machine and lifeguard is a RESCUE vehicle, hardly
a toy.
The world is full of dual-use items. I was hoping the term toy would be taken
onlt as a pegorative. OOPS!

inserting the term "knowingly and willfully" between "users" and "compile"
