I hate to be be picky, but that's not 100% accurate.
I've installed Redhat numerious times without ever touching a diskette.
Not a problem, IF (and only IF) the PC has BIOS that can boot off a CD.  :{)

Speaking of FAT32 (off topic I know), given the fact that Redhat 5.1 now 
supports FAT32 filesystems, that means that a major Linux distribution
now supports FAT32 and NT still doesn't.  Just a interesting observation.
