DIsk Quotas

Hey guys, I don't know if you remember me but my friend Zach and I
attended the masqurading meeting.  Anyway, I am administrating my first
"professional" Linux box that is a web server for this camp.  I need to
set up disk quotas but I am having a heck of a time.  I read the mini
howto and the man pages for most of the related commands but I am still
having trouble.  If anyone knows of any resources for quotas or any hints
as to why even when apparently set up properly they don't work, I would be
forever thankful.
