I've never used (or heard of) DeleGate, but I can tell you that 
Netscape's Proxy server does exactly what your looking for.

I'm not sure what it's called for sure when a user has to enter a
user/password to connect to the proxy, but Netscape proxy server
does it very nicely.  I have it setup and running here on HPUX.
