A quick search of Dejanews shows it's available on sunsite.
They also say that version 1.3.17-pl2 works with kernel 2.2.

I also read some time ago that the newer version of dhcp won't
work with the 2.0 kernels, so once you upgrade dhcp you won't 
be able to reboot to v2.0 without downgrading dhcp.

Keep in mind this is all second hand information.  I don't 
personally use DHCP, so I can't verify anything I've read.
