You have a few options.  None of which are perfect.

1)  You can dual boot between Linux & Windoze.

2)  "Dosemu" is a dos emulator, that can run Win 3.11 (I think).
    It's a pain to setup (from what I remember) and you need
    your own copies of dos and windoze.  This is free software.

3)  "Wine" is a WINdoze-Emulator that will run _some_ windoze
    programs.  I don't think it runs many of the newer 32 bit
    programs, but is okay for a lot of the older 16 bit stuff.
    It is currently being developed, and has a way to go.
    It's easier to setup than Dosemu, and is also free.

4)  There is a new product called "vmware" (I think) that lets
    you run Win 9/[58] in a window on Linux.  It runs the complete
    OS, not just the windoze program in Linux.  It is currently 
    beta and will be a commercial product when it's released.
    You also take performance hits by running this software.
    I've never tried it personally, but there has been some talk
    about it on this mailing list lately.

5)  My personal preference is to replace all windoze software
    products with Linux equivalents.
