This is a very relative question.  If a single user on a 33.6 line is
acceptable,  I think 5 users on the same 33.6 line would have the same
experience (if you are simply surfing,  and not doing big FTP doenloads).
What is good bandwidth for one person is good for fix, as a general
network bandwidth rule.  If x is enough bandwidth for a standard user and
n is the number of users I use the following formula:

        (n/5)*x

But this is very site dependent,  what works for me may not work for you.
