The control panel application won't let me do anything to eth0 because it considers it an "unmanaged device".  Which I found out after a...

find / -type f | xargs grep "unmanaged device" > /tmp/umdev.txt
(Try it some time, it's not pretty)

...is a device with no ifcfg file.  Now What?
