This is an OSS thing (as it comes with redhat that uses OSS/Free).  It should
work with OSS/$$$ or ALSA as well I think,  seems to be some type of
multiplexor,  but I haven't didled much with it as I'm just starting to build
my own very-thin clients to replace the NCD X-terminals which are slowly dying
one by one.
