Sounds like a problem we just had at work with a bad Win98 CD.

Take a close look at the underside of the Redhat CD under a light.
Make sure there are no fingerprints, dirt, smudges, scratches, etc.
Take a soft cloth and window cleaner and shine it up real good.
If it's bad (scratched), take it back and get a new one.
