NO, here's what "xev" shows on my keyboard (IBM PC Intellistation M):

Left windows key = 115, Right windows key = 116, 
and the windows "menu key" = 117.

Also, the program "xkeycaps" (does NOT come with Redhat AFAIK), 
is a great GUI front end to xmodmap.
