It's new in the 2.2 kernels.  
It's the hardware driver for a _PC_ style parallel port.
It doesn't work without it, believe me!   :{)

I don't know if there are other style parallel ports for PC's or not.
If not, then maybe it's in there for other platforms, like Alpha, 
Power PC, Sparc, etc., which have different hardware drivers?
