I understand the whole DVD and regional thing. I have a US (aka region 1) DVD player. My question is if I buy a PC DVD player (or a laptop with a DVD player) is the regional encoding hardware or software? Can I use something like DeCSS to dodge the *&*$@$@ regional restrictions?
