Reliability. A number of PCI and, especially, AMR modems I've used just

I don't know of one PCI modem that is a hardware modem. They are
software modems. A few have Linux drivers, but they are binary-only and
for specific kernels. But the great majority do not.
External is the only way to get a hardware modem these days. Except for
the rare, often discontinued ISA non-Winmodems.

They "sell" software "like a book" so they can sell it en masse
without a written agreement. But if you want to "transfer" it,
they say it's not "like a book" but "licensed" under agreement.
