Hmm... it sounds sort of like bad hardware.

Try pulling everything out but the bare essentials (cpu, memory).  Power up and
see if you get a POST screen.

Start adding stuff back in slowly (keyboard, disks, etc) until it stops working.

It might also be a bad jumper setting or backwards cable.
