Thanks for the tip. It actually turned out to be a problem with the CPU.
It's up and running now.

Hmm... it sounds sort of like bad hardware.

Try pulling everything out but the bare essentials (cpu, memory).  Power
up and see if you get a POST screen.

Start adding stuff back in slowly (keyboard, disks, etc) until it stops
working.

It might also be a bad jumper setting or backwards cable.
