It is a mis-use.  It is a dual port card, with three connectors for
convenience.  My IBM 3-Channell IPS card has 4 connectors,  3 68 pin
internal, and 1 68 pin external. If you use the external one you give up
one of the internal connectors.  This is pretty common.
