You just need the ISO for the easy way.  I created one from a new imaged 
Dell notebook
at the office using the WindowsXP installed on the harddrive

Not an issue (see above)

Or just boot from the Windows98 install CD and jump right to a DOS session.

Assuming that it is not intentionally corrupt before zip (trojan 
payload..remember this is intended for Windows ;)  )

Sure it can.  Just not with the Lite-on tools.
I got mine from a hardware group.

It's firmware.  it's recoverable like many a bad flashed BIOS or like when
I trashed one of my Xbox modchips (Linux---not illegal evox) that did NOT 
have a
programmer.
Just a bit of elbow grease and tinkering and all is well.
