Is this a email-client question, or a mailing list question?

I'm sure you can attach pictures using any Linux email client.

If you want to send the the picture to the mailing list, the answer is
"NO", we don't allow attachments, it wastes too much bandwidth.  i.e.
There is about 250 people on the members list, and sending the picture
to everyone on the list is wasteful when not everyone wants/needs to see
the picture.  You can to send it privately to interested individuals.
