[Novices] suse server help

Can anyone help me. im trying to set up a file and
internet server but i keep getting an error message
when i try to use any IP address for my client range.
and as for editing i get a message saying im not
authorize to edit the dhcpd file. do i have to use dns
also or is dhcp server good enough to issue out ip,
lastly do i need to have samba on the client machines.
