[Novices] recording/encoding streaming data

Greetings from Germany,
I haven't written to KLUG for over a year but still listen in.  
Currently I am trying to find a way listen to a program
such as BBC world news on the internet and move the digital stream 
directly into a wav file  and possible encode it in real time to mp3, 
starting and stopping the process with key strokes as if it were a tape 
recorder.  I currently use Fedora Core 3 which may limit avaibable 
resouces.    I have tried to implement strec, a stream recorder, but I> 
was not able to compile several prerequisite programs.
