Ah ha! "open device failed, will try again in 30 seconds" is just like
"someone cut the wire",  so your description is on the money.  So what
happened to the connection?  That is the question.  Can you highlight
the full text description you see on that page?  That web page comes
from CUPS itself, so it always the canonical source of information as to
what the *&@*^( is going on.
